Phil asked:

I am a graphic artist / illustrator with 12 years professional experience. A friend of mine has asked me to create a cartoon logo for his business. This involves drawing the original art, scanning it in and working on it in Illustrator. I havent done freelance work in a long time, so I dont know what I should charge an hour. I would like to know what the pro rate would be, so I can base what the friend rate will be.

    At least $250.
I’ve charged as high as $5000.

Depends on the extent of usage and the work involved and hassle factor (how easy or difficult the customer is to work with).

If it’s a small company with little advertising, I charge on the low-end.
If it’s a company with high exposure, I charge high-end.
It also depends on the company’s budget, ;-)
